Is there a program for Navy to transfer from Active Duty to Navy Reserves?

My husband is looking for a way to get back home sooner his contract ends in July 09 but we are having severe financial problems we have sought a financial advisor but haven't been able to get out of debt, we cut up all our credit cards and are trying to pay them off but aren't getting anywhere. My husband also has delinquent accounts that we aren't able to pay on, I have a good full time and I have my degree, he has trouble concentrating at work becuase we are separated he's in DC I'm in KC because my son's father from my first marriage is under investigation for abuse so for me to move to DC would put my son under alot of stress and he's only 3 and already in play therapy to try and help him because he has alot of anger issues. And also my husband and I have one daughter and just recently found out another one is on the way. He doesn't want out of the Navy He's looking for a program to be transfered from Active Duty to the Reserves is this possible?
