Is getting re-elected so important to the members that they won't stand up to Bush on Iraq etc.?

I thought that once the new congress was seated, having taken the majority by virtue of voters' unhappiness with the current administration, that there would be more toe-to-toe with the present administration. Instead, it appears that the Congress remains intimated -- fearful to take hard stands because they're afraid Rove and friends will pillorize them for doing so in the next election. Quite dismaying.
